1. **Partnership Overview** The “Arbeiter-Samariter-Bund Deutschland (ASB)” is a German aid and welfare organisation with more than 200 branches at national, regional, district, and municipal levels all over Germany. More than 1.73 million members provide a broad social basis for our organisation, and more than 40,000 employees as well as over 20,000 volunteers ensure a high level of quality in areas such as rescue services, civil protection, and social services. Since its foundation in 1888, ASB has acted as a politically and denominationally independent association ensuring continuity and reliability.

**ASB’s Foreign Aid Department** provides people-centred humanitarian response to alleviate human suffering, contributes to building the resilience of communities and societies, and applies integrated approaches to welfare and socio-economic development. ASB currently implements relief, rehabilitation, development, and inclusive Disaster Risk Reduction (iDRR) projects and operates offices in Bosnia and Herzegovina, Georgia, Haiti, Indonesia, Iraq, Kosovo, Nicaragua, Niger, Serbia, Syria, and Ukraine, among others.

**About ASB’s Programme in Syria**
ASB has been active in Syria since 2023, working closely with local partners to support at risk and conflict-affected communities through humanitarian and early recovery projects. ASB aims to strengthen its administrative and logistical capacity to ensure smooth, compliant, and effective operations across all programmes. ASB is thriving to become a two-way learning organisation, trying to build capacities and getting supported by partners as well.
2. **Priority Partnership Criteria**
Arbeiter-Samariter-Bund (ASB) is committed to the international standards for enhancing aid effectiveness (The Grand Bargain) and the ‘Localization’ agenda. Consequently, ASB will grant strategic priority to the following entities

● **Women-Led Organizations (WLOs)**: Organizations where women hold primary decision-making roles (Board/Executive) and lead the project design.
● **Organizations of Persons with Disabilities (OPDs)**: Organizations that are governed by or primarily serve persons with disabilities, ensuring their voices are at the center of the response.
● **Youth Empowerment - Organizations**: Organizations/Entities with a dedicated institutional mandate for youth empowerment: Organizations strategically designed to support and prioritize the needs of young people, fostering innovation and facilitating their active participation in the recovery and development process.
3. **Technical Areas of Collaboration**
Prospective partners are expected to propose integrated interventions that synergize the following technical sectors:

● **Food Security & Livelihoods (FSL)**: Targeted initiatives focusing on micro-enterprise development, market-based programming, and specialized vocational training designed for women and persons with disabilities.
● **Water, Sanitation, and Hygiene (WASH)**: The rehabilitation of community water systems and the implementation of hygiene promotion programs. Proposals must strictly adhere to **inclusive infrastructure** standards, ensuring all designs are fully accessible to persons with physical disabilities.
4. **Implementation Geography & Timeline**

● **Geographic Focus**: Interventions are strictly limited to regions within Syria designated as primary earthquake-affected zones, specifically the following priority governorates: (Aleppo, Idlib, Lattakia (identified as the areas of highest destruction and displacement) and Hama
● **Period of Performance**: The project lifecycle is established for a six-months duration, effective from June 1, 2026, through November 30, 2026.
5. **Financial Framework and Fiscal Guidelines**

● **Budgetary Threshold**: ASB has established an anticipated average partnership valuation of **150,000 EUR** . Proposed budgets must demonstrate a clear nexus between requested resources and projected humanitarian outcomes, ensuring maximum cost-effectiveness and transparency.
● **Provision for Inclusive Programming**: In alignment with ASB’s commitment to Inclusive Humanitarian Action and reaching People at Risk, partners are strictly mandated to incorporate dedicated budget lines for 'Reasonable Accommodation and Protection Measures.' These allocations are essential not only to eliminate barriers for persons with disabilities but also to ensure safe access and the full, meaningful participation of all marginalized or vulnerable groups—including the elderly and individuals facing heightened protection risks—across all project cycles and activities.
● **Fiscal Compliance**: All financial proposals must adhere to international accounting standards and include provisions for internal oversight, ensuring that funds are managed with the highest level of fiduciary integrity.
6. **Institutional Eligibility and Due Diligence Requirements**
To maintain the highest standards of institutional accountability and regulatory compliance, prospective partners must submit comprehensive documentation verifying their capacity across the following four pillars:

**6.1 Legal and Regulatory Compliance**
● **Statutory Registration**: Provision of formal legal registration in the country of origin, accompanied by valid operating permits issued by the relevant authorities for the specific Syrian governorates of intervention.

**6.2 Ethical and Professional Standards**
● **Humanitarian Principled Alignment**: Documented institutional commitment to, and verified adherence with, the IFRC Code of Conduct and the Core Humanitarian Standard (CHS).
● **Safeguarding & Protection Frameworks**: Evidence of robust internal policies and operational mechanisms for the **Prevention of Sexual Exploitation and Abuse (PSEA)** and **Child Safeguarding**, including internal reporting and victim assistance protocols.

**6.3 Financial Integrity and Fiduciary Oversight**
● **Banking and Transactional Infrastructure**: Verified evidence of active institutional bank accounts maintained within Syria and an international jurisdiction, ensuring the secure and transparent transfer of humanitarian funds.
● **Fiscal Transparency**: Submission of the organization’s most recent annual financial audits, conducted by a certified and independent auditing body, demonstrating sound financial management and low fiduciary risk.

**6.4 Organizational Governance and Strategic Specialization**
● **Governance and Leadership Structure**: Detailed organizational charts and constitutive documents. ASB prioritizes entities that can confirm their status as Women-Led Organizations (WLOs), Organizations dedicated to supporting and empowering Persons with Disabilities (OPDs), or institutions with a demonstrable strategic focus on youth empowerment and inclusive development.
