**STOOS CONSULTING** is an international consulting firm specialized in **third-party monitoring, research, assessments, evaluation, capacity building, and economic empowerment programming** across fragile, humanitarian, and development settings. STOOS works with international NGOs, UN agencies, donors, government counterparts, and local partners to design and deliver **evidence-based, context-sensitive, and operationally practical services** that strengthen institutions, improve service delivery, and support inclusive recovery and resilience.

**Background**

Libya’s operating environment continues to be shaped by **political transition, uneven service delivery, pressure on local institutions, youth unemployment, displacement and migration dynamics, and persistent gaps in social inclusion and institutional capacity**. At the same time, organizations active in Libya continue to invest in a set of recurring priority areas, particularly **governance and rule of law, municipal strengthening and decentralization, economic recovery and private sector development, primary health care, women’s empowerment and GBV response, migration and protection, youth empowerment, and local social cohesion**. These priorities are visible across current and recent programming by **UNDP, GIZ, IOM, WHO, UN Women, UNICEF, and UNFPA** in Libya.

**Purpose of the Call**

STOOS CONSULTING is expanding its roster of **sectoral experts, technical advisors, and subject matter specialists** to support ongoing and future assignments in Libya. We are seeking highly qualified professionals who can provide **technical input, programme advisory, assessments, training, institutional strengthening, policy support, and implementation guidance** across key humanitarian, stabilization, governance, and development sectors.

**Overall Objective**

The objective of this call is to identify experts who can support STOOS and its partners in designing and delivering **high-quality, context-relevant, and results-oriented interventions** that respond to Libya’s current priorities at national, municipal, and community levels.

**Priority Sectors and Areas of Expertise**

**1. Governance, Public Administration and Institutional Development**
We are seeking experts in **governance reform, public sector capacity building, institutional development, transparency, accountability, strategic planning, service delivery improvement, citizen engagement, and participatory decision-making**. This area is highly relevant to Libya, where partners continue to support **governance systems, public institutions, and inclusive decision-making processes**.

**2. Rule of Law, Justice and Access to Justice**
STOOS welcomes specialists in **rule of law programming, justice sector reform, legal aid, detention and justice systems analysis, community safety, access to justice, human rights, case management pathways, and institutional support to judicial and quasi-judicial structures**. Rule of law remains a core area of work in Libya, particularly through programmes focused on **justice, accountability, and inclusive institutions**.

**3. Municipality, Decentralization and Local Governance**
We are seeking experts in **municipal planning, local governance, decentralization, participatory planning, public service delivery, municipal administration, local development strategies, conflict-sensitive local governance, and community engagement**. This reflects a major area of support in Libya, where municipalities are central to **basic service delivery, local resilience, and social stability**.

**4. Economic Development, Livelihoods and Private Sector Recovery**
STOOS is looking for specialists in **local economic development, MSME support, market systems development, enterprise growth, entrepreneurship, labour market analysis, private sector engagement, value chain development, job creation, and inclusive economic recovery**. This remains one of the most active areas in Libya, with repeated focus on **employment, local livelihoods, entrepreneurship, and private-sector-led recovery**, especially for youth and vulnerable groups.

**5. Health Systems, Primary Health Care and Public Health**
We seek experts in **primary health care, health systems strengthening, public health programming, health service delivery, community health, health governance, workforce capacity building, health facility support, and health access for vulnerable groups**. Health remains a key sector in Libya, especially in relation to **PHC restoration, workforce support, and equitable access in underserved municipalities**.

**6. Gender Equality, Women’s Empowerment and GBV**
STOOS is seeking specialists in **gender analysis, gender mainstreaming, women’s leadership, women’s political participation, GBV prevention and response, survivor-centred programming, protection referrals, social norms change, and inclusive institutional reform**. This is a significant area of current work in Libya, with strong emphasis on **women’s participation, gender-responsive governance, and services for women and girls affected by violence**.

**7. Protection, Migration, Labour Mobility and Social Inclusion**
We are also seeking experts in **protection programming, migration governance, migrant protection, labour mobility, social inclusion, case management, community-based protection, psychosocial support, and support to vulnerable mobile populations**. Libya remains a major context for programmes addressing **migrants, IDPs, returnees, refugees, and host communities**, often through integrated protection and stabilization approaches.

**8. Social Cohesion, Peacebuilding and Community Stabilization**
STOOS welcomes experts in **social cohesion, conflict sensitivity, peacebuilding, community stabilization, local dialogue, resilience programming, and community-based recovery**. Community stabilization and peaceful coexistence continue to feature strongly in Libya’s programming landscape, particularly in municipalities affected by displacement, migration pressure, and institutional fragility.

**9. Youth Development, Education, Skills and Civic Participation**
We are looking for specialists in **youth empowerment, youth participation, life skills, employability, non-formal education, civic engagement, adolescent programming, and youth-centered resilience and recovery initiatives**. This reflects ongoing investments in Libya aimed at improving opportunities for **young women and men through skills, participation, and local development pathways**.

**10. Climate, Renewable Energy and Resilient Local Services**
STOOS also seeks experts in **renewable energy, climate adaptation, environmentally resilient local systems, sustainable service delivery, and green recovery approaches**. While not as broad as governance or livelihoods, this area is becoming more relevant in Libya through work on **renewable energy, climate adaptation, and more resilient municipal and community systems**.

**Profiles Sought**

This call is open to **technical advisors, sector specialists, researchers, policy experts, programme designers, institutional development consultants, trainers, assessors, and implementation support specialists**. We are particularly interested in experts who can work across **assessment, strategy, design, implementation support, capacity strengthening, and review of sectoral interventions**.

**Indicative Responsibilities**

Selected experts may be engaged to support STOOS and its partners in one or more of the following functions:
• Conduct **sector assessments, situation analyses, mapping studies, needs assessments, and institutional reviews**
• Provide **technical advisory** on programme design, implementation, and quality improvement
• Develop **strategies, frameworks, guidelines, tools, training materials, and operational manuals**
• Support **institutional strengthening and capacity building** for ministries, municipalities, civil society actors, service providers, and partner organizations
• Deliver **technical trainings, workshops, mentoring, and facilitation**
• Contribute to **policy dialogue, reform-oriented analysis, and learning products**
• Integrate **gender, inclusion, conflict sensitivity, safeguarding, and accountability** into technical programming
• Support **monitoring, reporting, evidence generation, and donor-facing technical documentation**

**Minimum Qualifications**

Applicants should hold a **relevant academic degree or professional qualification** in their area of specialization, such as **public administration, law, governance, economics, business, public health, gender studies, social sciences, development studies, political science, urban planning, education, or related disciplines**. Most roles require a minimum of **5–7 years of relevant experience**, while senior advisory roles may require **7–10 years or more**.

**Preferred Experience**

Preference will be given to experts with demonstrated experience in **Libya**, the **MENA region**, or other **fragile, conflict-affected, and transitional environments**. Experience with **UN agencies, GIZ, EU-funded programmes, INGOs, public institutions, municipalities, and civil society actors** will be considered a strong advantage, given the nature of current programming in Libya.

**Language Requirements**

For most Libya-focused roles, **Arabic fluency** is highly desirable and often essential. **English** is strongly preferred for reporting, coordination, strategy work, and assignments involving international partners.

**Cross-Cutting Expectations**

All experts are expected to demonstrate strong understanding of **ethical practice, safeguarding, gender sensitivity, inclusion, conflict sensitivity, and practical implementation in fragile settings**. The ability to translate technical expertise into **field-relevant, context-aware, and actionable outputs** is essential.

**Engagement Modality**

Experts may be engaged on a **consultancy, framework, roster, call-down, part-time, full-time, remote, hybrid, or field-based basis**, depending on assignment needs and project requirements.
