## 1. Background and Context
ActionAid Arab Region (AAAR) has been a leading actor in advancing women’s economic rights in Jordan through its Women Friendly Label (WFL) initiative, launched in 2022. The WFL is an innovative, evidence-based model that promotes safe, dignified, and inclusive workplaces, addressing violence and harassment in the world of work (VAWH).

## 1. Background and Context
ActionAid Arab Region (AAAR) has been a leading actor in advancing women’s economic rights in Jordan through its Women Friendly Label (WFL) initiative, launched in 2022. The WFL is an innovative, evidence-based model that promotes safe, dignified, and inclusive workplaces, addressing violence and harassment in the world of work (VAWH).
## 2. Purpose of the Consultancy
The purpose of this consultancy is to support ActionAid Arab Region (AAAR) in designing the next phase of the Women Friendly Label (WFL) initiative (Phase 4: 2026–2028) as a scalable, high-impact programme that advances women’s economic rights and addresses violence and harassment in the world of work. Building on the evidence and achievements of previous phases, the consultancy will develop a comprehensive programme design that strengthens the WFL as an evidence-based model, expands its reach to high-risk and underserved sectors, and embeds pathways for institutionalisation, sustainability, and systems change. The assignment will also position WFL as a national benchmark and a practical implementation tool aligned with international standards, particularly International Labour Organization Convention 190 (C190), with potential for regional replication.
In parallel, the consultancy will package WFL Phase 4 as an investment-ready programme by developing a compelling narrative, clear theory of change, and fundable components aligned with donor priorities. It will deliver a robust resource mobilisation and partnership strategy, including donor mapping, engagement approaches, and high-quality concept notes and proposals. The consultancy will also strengthen ActionAid’s visibility and leadership positioning, ensuring the WFL is recognised as a flagship initiative that contributes to women’s economic participation, private sector transformation, and policy reform in Jordan and beyond.
## 4. Scope of Work
**1. Strategically Designed for Scale and Sustainability**
The consultant will develop a comprehensive programme design that:
- Consolidates the WFL as a robust, evidence-based model for safe and dignified workplaces
- Expands its reach to high-risk and underserved sectors (including informal, agricultural, and service sectors)
- Embeds institutionalisation pathways, including alignment with national frameworks and potential integration into government and private sector systems
- Strengthens sustainability through local ownership, systems strengthening, and market-based incentives
**2. Positioned as a Flagship Model for Systems Change**
The consultancy will position WFL as:
- A national benchmark and practical tool for advancing safe, inclusive workplaces in Jordan
- A key implementation mechanism supporting alignment with international standards, particularly International Labour Organization Convention 190 (C190)
- A replicable and scalable model with potential for regional adaptation across the MENA region
This includes articulating a clear value proposition that demonstrates WFL’s contribution to:
- Women’s economic participation
- Private sector transformation
- Policy and systems reform
**3. Packaged as an Investment-Ready Programme**
A core purpose of the consultancy is to translate the WFL into a compelling investment case that attracts diversified and sustainable funding. This includes:
- Developing a clear programme narrative and theory of change that resonates with donor priorities
- Structuring the programme into fundable components and investment packages
- Demonstrating impact, scalability, and cost-effectiveness through evidence and results
**4. Supported by a Robust Resource Mobilization Strategy**
The consultant will design a comprehensive fundraising and partnership strategy that:
- Identifies and prioritizes aligned donors, funding streams, and strategic partners
- Positions WFL within key global and regional agendas (e.g., gender equality, decent work, private sector engagement)
- Develops high-quality concept notes and proposals tailored to priority donors
- Explores opportunities for innovative financing and private sector engagement
- Conduct multi-level stakeholder mapping and stakeholder attitude analysis to support evidence generation and fundraising efforts.
**5. Strengthens ActionAid’s Leadership and Visibility**
The consultancy will also ensure that WFL Phase 4:
- Clearly positions AAAR as a technical and strategic leader in advancing women-friendly workplaces
- Enhances visibility, branding, and recognition of ActionAid’s role and added value
- Supports stronger external engagement with government, private sector, and civil society stakeholders
## 5. Key Deliverables

- WFL Phase 4 Design Document
- Fundraising Strategy with reference to AAAR Fundraising strategy
- Concept Notes
- Full Proposal
- Final Report
## 6. Duration and Level of Effort
Duration: 8 Weeks starting in May 2026
## 7. Reporting
Reports to AAAR Head of Program and works with Jordan country team and partners.
## 8. Required Qualifications
Minimum 10 years of experience in programme design and fundraising, expertise in gender equality, Women’s rights and protection and labour rights.
## 9. Evaluation Criteria
Technical expertise, sector experience, fundraising track record, methodology, financial proposal.
## 10. Application Requirements
Technical proposal, financial proposal, CV, and work samples.
## 11. Ethical Considerations
Adherence to safeguarding, feminist principles, and Do No Harm approach.
