**About People in Peril:**
People in Peril is a Slovak non-profit organization, providing direct support to those who suffer the consequences of war, to victims of natural disasters, or those living in poverty on the margins of society. People in Peril was founded 1999 by a group of journalists moved by their experience of the devastating consequences of the conflict in Kosovo on civilians and has since then been providing humanitarian and development assistance worldwide. Currently, People in Peril is one of the major humanitarian actors in Slovakia responding the Ukraine crisis both in Slovakia and across border in Ukraine. Since the beginning of the invasion, PIP has provided assistance worth more than €8,000,000 and helped more than 250,000 people in Ukraine and Slovakia. PIP team in Ukraine currently consists of around ten staff and operates with an annual budget of 400.000 EUR. PIP has also recently registered a Charitable fund in Ukraine.
Our aspiration is to become a member of the European humanitarian NGOs family implementing principled aid in humanitarian crises worldwide, with a focus on restoring social cohesion, livelihoods and well-being of populations affected by forced displacement. People in Peril’s humanitarian and development department operates currently in Ukraine, Lebanon, Gaza, Moldova and Kenya.

**About the position:**
The purpose of this position, based in Kyiv, Ukraine, is the management of projects on inclusion, shelter, and protection primarily in north-east Ukraine. The Head of Programmes will be responsible for contributing to the strategic development and implementation of these projects, liaising and reporting to the headquarters on progress and will contribute to the overall development of the organization’s procedures and practices. They will also oversee the compliance with donor requirements and MEAL and will identify and apply for funding opportunities in co-operation with respective persons, following up with donors and their requirements. This position also requires strong budget management. Additionally, it requires representation in various fora throughout the country and regular travel to PIP’s office in Uzhhorod.
**Key Duties and Responsibilities:**
**Strategy and Leadership**
1. Develops the programmatic strategy in north-east Ukraine and elsewhere (depending on developments), taking into account organizational capacity, strategy and expertise.
2. Analyzes the needs relevant locations based on context and security analysis, direct contact with communities, authorities, donors, the UN, civil society and NGOs.
3. Implements medium-term and short-term plans in co-ordination with headquarters and regularly reports on progress.
4. Provides programmatic support for the operationalization of the Charitable fund.
**Management and Capacity Development**
1. Ensures adherence to organizational values and maintains ethical standards;
2. Develops PIP’s programme capacities;
3. Coordinates the UA contractors to ensure effective programme implementation in north-east Ukraine and team cooperation.
**Representation and External Relations**
1. Represents the organization and Charitable Fund to stakeholders and builds strategic partnerships (with international and local partners, local authorities and donors) in north-East and west Ukraine;
2. Maintains communication with donors and participates in relevant coordination meetings;
3. Represents People in Peril in all co-ordination fora (NGO, authorities, UN, and others) as per established coordination structure in Ukraine;
4. Presents People in Peril programms in the national and international media, where necessary.
**Monitoring and Ensuring Quality**
1. Contributes to the development of monitoring and evaluation systems, liaising frequently with the MEAL officer;
2. Ensures programme quality, compliance with policies, donors’ requirements and adherence to humanitarian principles;
3. Manages internal coordination, conflict resolution, and information sharing;
4. Ensures any reported suspicions of breaches of People in Peril policies are properly investigated and reported to HQ.
**Finance Management and Mobilisation of Funds**
1. With the support of Head of Branch/Finance Manager oversees the financial management of the UA country office and Charitable Fund and ensures budget accountability in UA Country office
2. Monitors programmatic expenses within specified thresholds for UA Country office;
3. Ensures compliance with PIP financial management and administrative guidelines and policies
4. Explores funding opportunities and develops project proposals to sustain programmes and support activities in the north-east Ukraine and other relevant locations as needed.
**Security**
1. In close collaboration with the Security Coordinator supervises security coordination and ensures safety and asset protection in north-east and west Ukraine;
2. Maintains awareness of risks, develops crisis strategies, and oversees security planning for north-east and west Ukraine;
3. Makes security related decisions based on Security Coordinator.
**The successful candidate:**
1. Has a higher education (Masters) suitable for the position in the field of International Relations, Development Studies, Political Studies, Management or relevant;
2. Has at least 3 years of experience in humanitarian sector or/and programmatic management, field experience in Ukraine will be considered an asset;
3. Has experience in managing a team;
4. Has experience in building institutional donor relations, project proposal development and writing;
5. Has proven analytical and writing skills (project writing and reporting);
6. Has knowledge in project cycle management and budget management;
7. Has a strong command of excel;
8. Is able to work under pressure;
9. Is fluent in written and spoken English (C1) and preferably in Ukrainian or Russian (C1)
10. Is willing to travel frequently within Ukraine;
11. Has strong organizational and coordination skills;
12. Has interpersonal and good communication skills;
13. Has excellent knowledge in IT tools, including Microsoft Teams and Microsoft Office;
14. Understands humanitarian operations principles, standards and best practices;
15. Is available for travel to assigned countries.
16. We are looking for candidates that are resident of Ukraine or have an entry-visa free regime with Ukraine
**PIP offers:**
1. Remuneration of 2 200 EUR gross/month based on your experience (for full time);
2. Per diems as applicable;
3. Travel health insurance for Ukraine;
4. 30 days of paid leave annually; additional 3 sick days;
5. Reimbursement of travel expenses for in-country travels;
6. Active participation in PIP development as one of the biggest Slovakian humanitarian responders in Ukraine.
