GIZ has been operating in Syria since 1976. It has thus established valuable contacts in civil society and garnered experience that is now crucial for supporting the country. From 2013 onwards, it worked without government involvement with the assistance of local non-governmental organisations. Despite the difficult conditions, GIZ has consistently contributed to improving people’s living conditions.

In view of the developments since December 2024, which have led Syria into a decisive phase of transformation, GIZ plans to reopen its Country Office in Damascus in 2026. It is currently implementing several projects on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Federal Foreign Office, with co-financing from the European Union and other donors. Throughout this year, the portfolio is planned to be expanded by additional new projects.

The “Housing, Land and Property (HLP) Rights” project strengthens HLP rights, in particular of vulnerable groups in Syria. Together with civil society representatives and upon request and permission of state actors, the project supports communities by documenting and reviewing individual HLP related questions and it supports the local urban participatory planning processes when requested. In complementation, academic and policy-related discourse on HLP topics is strengthened to improve the knowledge base, further conversations, and support due-diligence considerations for investments.

**Your tasks**

- Supervising local partner organisations with regard to effective management of HLP support units with a special focus on participatory urban planning activities
- Supporting, supervising and ensuring quality of service delivery of local implementation partners with regard to GIS/QGIS mapping and documentation of GIS/QGIS
- Monitoring and analysing HLP developments and providing HLP briefs to project management
- Providing HLP due diligence sessions for civil society and private sector on the local level
- Contributing to monitoring, evaluation and learning, project communications and reporting
- Developing documentations, manuals, reports and guidelines related to the implementation of projects
- Where appropriate and reasonable, performing additional tasks upon request of the management

**Your profile (required qualifications, competencies and experience)**

- University degree in civil engineering, urban planning or a related field
- Minimum 5 years working experience with the monitoring and analysis of HLP developments
- Deep understanding of HLP rights and developments in Syria
- Practical knowledge of GIS/QGIS techniques and gender
- Experience in managing and supervising grant agreements and other contractual agreements
- Excellent and proven experience in dealing with contractors and local partners
- Background and familiarity with transitional and development cooperation
- Reliable with confidential information and materials
- Highly organised and detail-oriented, with strong ability to multitask and deliver quality work under pressure and on time
- Ability to keep track of and reconcile multiple data sources with minimum error
- Highly collaborative, team player and experienced in working in multi-cultural organisations and in a fast-paced environment
- Ability to work in an international, multi-cultural team with loyalty, reliability and tolerance
- High motivation and ability to work independently and meet deadlines without compromising the quality of output
- Professional fluency in written and spoken English and Arabic, knowledge of German is an asset
