**JOB PURPOSE:**
The HR Officer – Damascus Office is responsible for leading and overseeing the implementation of human resources functions to ensure efficient, compliant, and high-quality HR operations. The role provides technical guidance, supervises HR processes, and supports strategic HR initiatives in alignment with Islamic Relief policies and Syrian labor regulations. The HR Officer plays a critical role in strengthening HR systems, enhancing staff engagement, ensuring compliance, and supporting management in decision-making.
**Functional Responsibilities & Tasks**
**1. Recruitment & Talent Acquisition**
- Lead the full recruitment cycle from workforce planning to onboarding.
- Ensure vacancy announcements and recruitment processes are transparent, merit-based, and aligned with organizational standards and Islamic Relief Syria policies.
- Supervise screening, shortlisting, interviews, and participate in selection processes.
- Conduct background checks and provide guidance to hiring managers on best practices.
**2. Contracts & HR Administration**
- Oversee preparation and validation of contracts, offers, and HR documentation.
- Ensure personnel records and HR systems are accurate, updated, and securely maintained.
- Monitor contract status and advise on renewals and amendments.
- Ensure compliance with internal policies, audit requirements, and Syrian legal regulations.
**3. Onboarding & Staff Development**
- Lead staff induction and orientation programs to ensure smooth integration.
- Identify development needs and coordinate training and capacity-building initiatives.
- Facilitate internal and external learning opportunities and evaluate training effectiveness.
**4. Payroll, Benefits & Attendance**
- Oversee payroll processing and ensure accuracy and timeliness in coordination with finance.
- Monitor attendance, timesheets, and leave balances.
- Ensure proper staff allocation across projects and accurate cost distribution.
- Ensure implementation of benefits and allowances in line with policies.
**5. Performance Management & Organizational Development**
- Lead performance management processes (probation, mid-year, and annual reviews).
- Ensure fairness and consistency in evaluations.
- Support managers in addressing performance issues and improvement planning.
- Contribute to job description reviews and organizational development initiatives.
**6. Employee Relations & Staff Welfare**
- Act as focal point for employee relations and conflict resolution.
- Support disciplinary and grievance processes in line with policies.
- Promote staff engagement and a positive work environment.
**7. Separation & Exit Management**
- Oversee resignation, termination, and end-of-service processes.
- Ensure proper handovers and conduct exit interviews.
- Analyze exit trends and provide recommendations to management.
**8. Compliance, Policy & HR Strategy**
- Ensure compliance with Syrian labor law, internal policies, and donor requirements.
- Coordinate with auditors, legal advisors, and external stakeholders.
- Support development and implementation of HR policies and procedures.
- Contribute to HR planning and provide reports and data-driven insights.
- Ensure adherence to Code of Conduct, safeguarding, and PSEA principles.
**Knowledge, Experience, and Qualifications**
- Bachelor’s degree in Human Resources, Business Administration, or related field.
- Minimum 4 years of HR experience, preferably within NGOs/INGOs, with proven experience in Syria.
- Strong knowledge of Syrian labor law, HR regulations, and administrative procedures in Syria.
- Demonstrated experience in recruitment, payroll, personnel administration, and performance management.
- Experience working with auditors, legal advisors, and compliance requirements.
- Experience in project-based HR management and staff cost allocation.
- Experience in training coordination and staff development.
- Strong understanding of employee relations, disciplinary procedures, and grievance handling.
- Knowledge of safeguarding, GBV, and PSEA principles.
- Strong analytical, organizational, and problem-solving skills.
- Ability to work under pressure and in a multicultural environment.
**Language**
- Fluency in English and Arabic (written and spoken) is required.
**IT skills**
- Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
- Good command of HR systems and digital tools is an advantage.
