## **The Role**

The **MEL ICT4D Specialist** provides strategic and technical leadership at the intersection of Monitoring, Evaluation, Accountability and Learning (MEL) and digital innovation (ICT4D) systems strengthening in Haiti. The position ensures that Mercy Corps Haiti leverages innovative, secure, and scalable digital solutions to strengthen evidence generation, adaptive management, accountability to affected populations, and real-time crisis analytics across humanitarian, nutrition, WASH, and resilience programming. The role combines advanced MEL system design, implementing and managing data systems through core MEL Technologies within Mercy Corps MEL Tech Suite (CommCare, Microsoft Azure, Microsoft Power BI), ICT4D innovation leadership, health information systems strengthening, and emergency data architecture to improve program performance, decision-making, and strategic positioning within the humanitarian-development-peace nexus.

Mercy Corps is seeking applications from qualified candidates for a **MEL ICT4D Specialist** for the **anticipated** project entitled **“*****Saving Lives Together***”, a position based in Port-au-Prince, Haiti.

## **ESSENTIAL RESPONSIBILITIES**

**Strategic ICT4D & Digital Transformation Leadership**

- Serve as the **technical lead for ICT4D integration** across Mercy Corps Haiti programming, ensuring alignment with Mercy Corps’ Global Strategy and Pathway to Possibility (P2P).
- Identify operational gaps that can be strengthened through digital transformation, including mobile data collection, real-time dashboards, automated reporting systems, and digital accountability platforms.
- Lead the design and deployment of secure and scalable digital ecosystems, including:
- CommCare-based mobile data systems.
- Power BI dashboards for real-time decision support.
- Azure-based cloud storage and secure data architecture.
- Digital CARM feedback systems.
- Research, test, and scale emerging ICT4D innovations relevant to fragile contexts (offline-first applications, geospatial mapping, crisis analytics tools, AI-assisted data cleaning, remote monitoring technologies).
- Ensure relevant ICT4D solutions are culturally appropriate, locally owned, and inclusive, particularly for women, youth, and vulnerable populations.
- Contribute to donor proposals by integrating digital innovation, data systems strengthening, and ICT4D cost-efficiency models.

**MEL Systems Design & Information Architecture**

- In collaboration with the MEL Manager, design and oversee technology deployments that align to comprehensive MEL frameworks, including: Theories of Change, Logframes and IPTTs, Performance Indicator Reference Sheets (PIRS), Data protection SOPs, Sex and age disaggregation plans.
- Develop integrated information management systems covering: Data collection, Secure storage, Cleaning and processing, Statistical analysis, Visualization, Reporting automation.
- Design traceable data flows aligning tools, indicators, sampling frames, and databases to ensure high-quality, timely, and demand-responsive data.
- Lead DQA processes including audits, spot checks, triangulation, and verification during high-tempo emergency operations.
- Strengthening crisis analytics and early warning systems by generating real-time evidence to inform rapid response decisions.

**Collaboration, Learning & Adaptive Management (CLA)**

- In collaboration with the MEL Manager, promote a culture of adaptive management through structured learning events, after-action reviews, and periodic reflection sessions.
- Develop automated learning dashboards to facilitate routine evidence review by program managers.
- Coordinate internal and external evaluations and ensure rigorous quantitative and qualitative methodologies.
- Document and disseminate best practices, digital innovations, and lessons learned nationally and globally.

**ICT4D Capacity Building & Knowledge Management**

- Conduct MEL Technology and ICT4D capacity assessments and design tailored training plans.
- With the support of HQ MEL and T4D teams, train program teams and partners on: Digital data collection tools, Data literacy and visualization, Ethical data management, Qualitative and quantitative research methods
- Mentor MEL and program staff in critical thinking, statistical interpretation, and digital innovation.
- In collaboration with the MEL Manager and the Global MEL Tech team, strengthen internal competencies in automation, dashboard use, and data storytelling.
- Contribute to national discussions on humanitarian data innovation and digital health systems strengthening.

**Accountability, Protection & Ethical Data Governance**

- Strengthen integration of the Community Accountability and Reporting Mechanism (CARM) through digital feedback tools.
- Ensure compliance with Mercy Corps’ Gender Policy, Do No Harm principles, safeguarding standards, and data protection policies.
- Integrate gender, protection, and inclusion indicators within MEL Tech systems.
- Ensure secure data storage and restricted access aligned with ethical standards.

**Coordination, Representation & Systems Alignment**

- Collaborate with the country Program Evidence & Quality teams on deployment of minimum standards and ATS policy guides.
- Represent Mercy Corps in national and inter-agency coordination platforms related to MEL Tech, research, and sectoral clusters (Food security, Nutrition, WASH, and CCM).
- Align MEL and ICT4D systems with Haitian government structures (MSPP, CNSA, DINEPA) where feasible.
- Harmonize tools and reporting standards with partners to ensure interoperability and data consistency.
- Strengthen collaboration with partners, government institutions (e.g., MSPP, CNSA, DINEPA), and humanitarian coordination mechanisms to ensure MEL Tech alignment with national systems and frameworks.
- Coordinate with partner organizations to harmonize MEL Tech tools, approaches, and reporting standards to enhance accountability and data consistency.
- Represent the program in donor and peer-agency learning and research forums to share best practices and influence evidence-based programming across the humanitarian sector in Haiti.

Develop positive working relationships and coordinate/collaborate with partner organizations and international and national agencies active in the target areas. Collaborate closely with T4D, HQ- or region-based MEL ICT4D and research teams, lead and/or collaborate with external evaluators on the design and roll out of the program baseline and evaluations, while setting up effective systems for learning.

**Finance, Compliance & Resource Stewardship**

- Lead MEL ICT4D budgeting and resource planning.
- Ensure compliance with donor requirements regarding data management, reporting, and evaluations.
- Monitor expenditures related to surveys, digital platforms, and technology subscriptions.
- Support procurement processes for ICT4D equipment and digital service providers.

Ensure financial accountability in MEL ICT4D-related expenditures, including surveys, technology subscriptions, and external evaluations.

Monitor compliance with MEL ICT4D, data protection, and ethical standards during data collection, management, and sharing processes.

**Team Leadership & Talent Development**

- In collaboration with the MEL Manager, create a high-performance, accountable MEL team environment.
- Develop career pathways for MEL staff and partners.
- Provide structured mentorship, performance feedback, and competency-building opportunities.
- Assist the MEL Manager in the recruitment, onboarding, and orientation of MEL ICT4D staff as required.

Promote accountability, communicate expectations and provide constructive feedback informally and formally through regular one-on-one interviews and performance reviews.

**Safety & Security Integration**

- Ensure MEL ICT4D field activities comply with security protocols.
- Integrate contingency planning and rapid data deployment mechanisms into emergency preparedness frameworks.
- Ensure teams operate safely in volatile environments.

**Works Directly With:** Deputy MEL Manager, Director of Programs, Program Managers, MEL Department, Finance and Operations Director, Operations Manager (and associated Seniors staffs), CARM department, HQ based desk teams, and TSU staff.

## **Accountability to Participants and Stakeholders**

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

## **MINIMUM QUALIFICATIONS & TRANSFERABLE SKILLS**

- BA/S or equivalent, preferable in statistics, including data science or computer sciences. MA/S in relevant field is strongly preferred.
- 5+ years of experience in the areas of program development and monitoring and evaluation, including relevant experience building and managing an MEL Tech and/or ICT4D system and team, relevant experience supervising qualitative and quantitative data collection and data validation exercises, and building staff capacity.

Specifically, the candidate should have:

- Demonstrated experience developing Open Data Kit (ODK) based android mobile data collection solutions (e.g. XLS forms, ODK, CommCare, Ona, Kobo Toolbox, SurveyCTO, etc.) in humanitarian and health data collection project.
- Experience in database design (SQL, PostgreSQL, Oracle, MySQL, etc.).
- Demonstrated experience utilizing data engineering/database systems such as within Microsoft Azure
- Demonstrated experience utilizing Microsoft Power BI to develop data visualization and analysis dashboards
- Experience utilizing qualitative analysis software such as MAXQDA, Atlas.TI, NVIVO
- Experience in training on topics related to MEL ICT4D.
- Very good writing and reporting skills.
- Flexible and able to work in multicultural and high-pressure and risk environments.
- Very good communication and interpersonal skills.
- Internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work.
- Knowledge of Sphere standards and other training in humanitarian response preferred
- Good experience in conducting large-scale studies and surveys.
- Fluency in French language is required
- Ability to speak English is an asset

Haiti is a country of 11 million people and is the poorest country in the Western Hemisphere. The country has been wracked by a series of major natural disasters since 2010 including earthquakes, hurricanes, and drought. A new government is in place for the next two years which is anticipated to reduce instability, however occasional violent demonstrations and flare-ups in crime can occur. Haiti suffers from chronic high unemployment, severe environmental degradation, food insecurity, and health issues like cholera exacerbated by low levels of access to water and poor infrastructure. Nonetheless, Haiti also has great beauty including beaches and mountainous national parks. Its international airport provides daily flights to multiple destinations in the US, as well as access to Dominican Republic, Canada, Paris, Cuba, Panama, Turks and Caicos Islands, and other locations in the Caribbean. The Capital city, Port au Prince, is estimated at around 2.5 million people. Although infrastructure is also poor in the capital, comfortable housing with water and electricity is readily available. There are many places to eat in all price ranges, as well as shops and supermarkets. Self-drive is permitted, however driving can be challenging, and traffic is often very heavy.
